HHO torch plans please!!!

i want to make a cell that will produce the ammount that you need to make a good HHO torch. i will be powered by a 120 or a 240 wall plug. so if you can tell me what i need and what you have made to make a torch.

some one to on the inside and find out how it works so good. the plates sizes and the wireing of the cell. i want to make one that can do what it does but not that cost 7000$. so if you have plans that make a torch than please share!

There's a guy on Youtube that has a generator that makes 1 liter per second. He is using stainless steel mesh under a vacuum. His power supply is a welding machine that's running through through two rectifiers or something like that. I'm sure that something like this would definitely produce enough gas to power a decent cutting torch.

It works off a car battery/battery charger presently, but there is a mains supply coming soon for around £50.
