Insulation at the end of the plates

I am building a hydrogen generator that has 28 plates, 7 plates in each cell.
Would the shrink wrap that is used in automotive wiring be good to use on the end of the plates?
My cells are + N N - N N + with 1/16 inch in between them, which plates would I seal up at the ends, all of them?
