Ac Powered or DC ?

hi everyone
i wanna build a dry cell that works with 220V AC.
AMP,s dosent matter . i just want this thing to be safe and reliable.
any ideas on how can i do this ?!!
anybody do this in past ?

I've heard of people using HHO to heat and cook with. They used a AC to DC converter or inverter.
