has anyone designed a hi side pwm for hho? that way the generator could be mounted to the frame.

If I'm understanding your question correctly, a PWM output stage can be designed to switch either positive or negative.
As for mounting the generator to the frame, most of the plates would still need to be electrically isolated from the frame, so I don't see an advantage.
