sealing outside with liquid electrical tape

what if i were to cover the entire outside of the cell around all the edges of the plates with liquid electric tape would that have any effect on the effeciency of the reactor?

Nope, no increase. If you had a leak somewhere it would just make it more difficult to locate plus the electrolyte trapped between reactor and the coating would provide a non-productive path (leakage) for current.
