Hello,

I've seen some designs with bolts going through the SS plates and the gaskets, and others which have the bolts run just a bit outside the plates/gaskets.

Drilling all these holes seems like a challenge.

Is there any difference between the 2 designs ? In terms of leakage risks, efficiency etc.

Drilling though the plates has a much bigger chance of leaking than ones that are not. The electrolyte creeps under the gasket a little on all plates so where the holes are it makes it to the bolt hole and you have sometimes a hydrogen leak that does not show up like normal white powder because the white powder is where you can not see it from the outside. You only discover this when you take the reactor apart. I would stay away from plates with bolts running through the plates.
