I bet it could, all he found was a catalyst that allowed a better splitting of the hydrogen and oxygen. I want to use this with a solar generator to create hydrogen and supplement my car with that.

He used phosphate and a cobalt ion with 2 less electrons in a 1:2 ratio... I wish I knew exactly what he used, I want to test this out myself on a solar generator.
