Why do some systems like the one sold by the mileage shop say they do not require an Efie or volo.

Most vehicles need some sort of electronic devices for savings. Gasoline vehicles from 96-2012 will need some sort of EFIE. Diesel and carburator vehicles will most likely not need anything for great savings.
I personally don't use a PWM. Most of the affordable ones are not worth it and a well built cell doesnt need them. Running clean for more than 4 months and all of the systems i've installed.
