So what would be the best way to clean a cell out couple people i have talked to tell me warm water witch bleach in it and other just say to wash it out with distilled water.

Why do you need to clean out your reactor?

I read that if you have foam that their is contamination in the water and i want to get it all out and im putting a bigger reservoir on so i want to be all out the system.

I would use distilled water to flush out all the electrolyte. After flushing out the reactor a couple times, fill it with clean distilled water and turn on the reactor with just clean distilled water. If you are still drawing some amps flush some more and test again with plain distilled water until it no longer draws any or very very little amps. It should be clean by then.
