I just got a '07 Toyota Tacoma 2.7L 4 cyl. and have an issue with figuring out how to install the EFIE on the Toyota O2 sensors.

There are 2 sensors, both of the 4 wire version. The problem I am having is the voltages I am reading from them are not at all what I expected.

Here is what I get:

A steady 13.8V
A steady 2.9V
A steady 3.2V
And the last one jumps around as I expected but the range is from 4.9V to 8.0V
Nothing came close to the .1 to 1Volts that I was looking for.

My multimeter was set to 20V for these readings, the lower position is 2000mV which gives me an overload. I have tried a few different grounds as well with the same result. I also decided to take a spin for about 15 minutes to make sure the sensors were good and hot but got the same results. Is this how the wide range sensors read out and if so what is the next step for that?
