on the http://www.hhohhu.com/m19.htm they have HHO cell for sale but i was wonder what in the thick plastic looking middle plate? what is the purpose of putting there?

It could be one of 2 things:
a dummy plate between cells or a dual chamber plate intended to separate the intake and output from each cell. That would allow the electrolyte solution to flow more freely without the aid of a pump.
