Best HHO Cell

I have made several of Bryan Martins supposedly best cell on the market, and even with a 9 plate configuration, cannot obtain more than 1 LPM.
Does anyone have plans for a cell that will produce 2-3 LPM without going over 25 amps ?
If so, I sure would appreciate a reply to davelynds @eastlink.ca

Smacks new design is pretty good.
