This may sound dumb due to me being a newbie but how are the negative plates in the middle of the cells connected?

they are not connected. but they do conduct electricity so they will produce gas.

Ok so having a + nnn would be a Positive connection to the first plate and the other three would not ne connected to anything other than the conductive water as long as I had a negative in there to?

The text in the drawing is NOT correct. RED is the anode, GREY is a neutral and BLACK is the cathode.

hate to say this but it it wont fit. a 4 inch pipe can fit a 2 13/16 square. so you only have a max with of 2 3/4 to work with across in any driection the plates ar exactly 2 3/3 wide "across" and 1/4 deep so only 10 plates with no nuts or washers in the middle of the plates will fit. i may be wrong i wasent the smartest kid in math class but just a heads up.
