What would be the holy grail HHO system? based off of what we know for sure or could assume?

Now I know frugality is a concern, but let's pretend it wasn't.

Best Plate Material: Platinum?

Best Plate size, shape, and thickness? Best Plate Seperation? Best Plate (-N+) configuration

best damn distilled H2O you could get?

Best Electrolyte? Would KOH work the same with platinum??

Best Amperage, Voltage, frequency, Temprature? for use with a typical auto.

Best Foam Reduction?
