Where are the O2 sensors on a Freightliner Truck '99?

I looked for them all the way through the exhaust pipe but couldn't find them.

Want to install a series of HHO cells but don't know where to hook up the EFIE.

If you are talking about an on road hauling diesel, it probably does'nt have 02 s. Majority of diesels don't have them, but there is the exception of a few of the new ones (diesels) i think.

No O2 sensors or any such stuff to try to get around on anything but the new cleanburning deisels mostly in Europe only. Just hook up HHO and go.

what is neccesary to do with the o2 sensor for hho?

Increasing the combustion efficiency of an engine (by installing an HHO system) increases the exhaust oxygen percentage. Most fuel injection engines use an oxygen sensor to infer the air/fuel ratio of the engine, the increased oxygen content in the exhaust is 'read' by the computer to be a lean mixture in the engine. The computer then adds extra fuel to bring the pollution back to 'normal'.Fuel Savers EFIE device

This problem led to the development of the Electronic Fuel Injection Enhancer (EFIE). The EFIE allows you to apply an offset to the voltage coming from the oxygen sensor, so your vehicle's computer is completely unaware that the oxygen content of the exhaust has increased.

ok. since it is running richer would that be a hazard? Hazard? No, but wouldn't it defeat the whole purpose of HHO in the first place?
