what are the purposes of Neutral plates? do they effect production? do they cut down on heat? I have a 10 plate cell made of 2X6 316SS Plates it is configured as +-+-+-+-+- Is this Okay? How Can it be better?

Neutral plates are plates that aren't directly connected to your power source, they get their current through the electrolyte.

Neutral plates will not produce as much as direct plates, however, they will reduce heat and increase overall MMW efficiency.

Exactly how do neutral plates increase efficiency? Could a cell w/out neutral plates with a pulse module cycling power effectively to limit thermal runaway and amp draw be just as efficient (HHO production-wise)?

The voltage present within each cell (a cell is the space between two plates of opposite polarity) is a key to efficiency and heat. Ideally, you need between 1.6 and 2.3 volts in each cell for efficient production. Less voltage and production will be barely noticeable, more voltage and production won't increase much but will generate unwanted heat.

A neutral plate helps here by the way it is placed in series between the positive and negative plates. For each cell in a series set, the voltage is divided by two.

Let's say we have a positive plate then a neutral plate then a negative plate, if we feed ten volts into this setup this will get divided in two by the two cells, yielding 5v per cell.

Let's say we want to take the same 10v system and achieve 2v per cell, we would need 5 cells to achieve this like so:

Circuitry won't necessarily help you achieve this unless you use it to change the input voltage.
