What does adding a electrolyte do to the water? Chemicaly what is the electrolyte doing to help make HHO? Is it adding more H to the water?

It conducts electricity. That's it. Distilled water doesn't conduct electricity very well so you have to add some sort of electrolyte to pass a current between the plates.

i want to find a better electrolyte then KOH or NAOH. i can get stuff from my chemistry lab.

is a book written in 1919 on hydrogen production. On page 131 it lists various electrolytes and the minimum voltage required for continuous electrolysis. Silver nitrate looks promising.
