The point is that using wool rather than solid SS plates offers a lot of surface area.
One could, for example, make cells of perforated plastic in which SS wool is jammed in. Similar to the way bronze wool is jammed into a flash arrestor.
A rough idea is not a perfected unit.

If you want stainless wool get stainless pot scrubbers at walmart.
